The Deepening Local Democratic Governance “DLDG”

The Deepening Local Democratic Governance through Social Accountability in Asia project, DLDG, aims to improve democratic practices in urban local governance institutions through social accountability for improving the provision of basic service of water and sanitation to the most marginalized families in Takhmao Municipality, Kandal, Cambodia.

DLDG is set to improve democratic practices, particularly participation, transparency and accountability mechanisms in the targetd community. DLDG will work to enhance organized civic action and participation through mobilization, capacity building, campaigns and participatory monitoring in ensuring accountability. It intends to enhance citizens’ access to information and basic services by developing partnership with elected municipalities to establish ‘models’ of social accountability mechanisms.

With the lessons from these interventions coupled with specific policy analysis at the sub-national and national levels, policy dialogues and policy oriented capacity building will be organized towards policy changes. DLDG intends to enhance capacities of local intermediary civil society organizations through trainings, exposure visits, on-site coaching and mentoring.

Project Activities

Role of Implementing Agency (PRIA) and Implementing Partner (SILAKA)

TOT for Partners & Other CSOs

PRIA will design and conduct the training including providing resource persons and learning materials. Selected project team members from SILAKA will participate in the training, as it will also ensure the effective delivery of the project outputs. SILAKA will also arrange all logistics and participants from other civil society groups who will be involved at various stages of the project.

Assessment & Citizen Report (including base line data)

These activities will be implemented jointly with overall guidance from PRIA. The design of the surveys will be done by PRIA. The actual survey, preliminary data categorisation, final analysis and report writing will be done by SILAKA.

Training for Citizen Leaders

These trainings will be conducted and managed by SILAKA.

Exposure Visit to Raipur, India

PRIA will arrange all the logistics and learning in India. The Cambodian participants will be selected by SILAKA in consultation with PRIA.

Monthly Meetings with Citizen Leaders and Citizen Monitoring

 All (sub) ward level and city level meetings and facilitation of citizen monitoring will be organised and managed by SILAKA.

Interface Meetings

All interface meeting between citizens and municipal officials will be organized and facilitated by SILAKA.

Campaigns & website

All campaigns will be designed jointly. The activities will be carried out by SILAKA along with other civil society groups. SILAKA will be responsible for updating and managing its own websites.

Citizen Charter, Information Disclosure and Grievance Redressal Systems

All the activities will be designed jointly, however, implemented by SILAKA.

Media Briefs

The media briefs will be drafted by SILAKA with support from external consultants. The translation, dissemination and advocacy activities will be carried out by SILAKA.

Policy Briefs

The policy briefs will be drafted by PRIA in consultation with SILAKA and with support from external consultants. The translation, dissemination and advocacy activities will be carried out by SILAKA.

National Policy Dialogue

This will be implemented by SILAKA in consultation with PRIA for designing and input.

Regional Policy Dialogue

It will be designed, managed and facilitated by PRIA. Inputs will be sought from SILAKA with regard to participation from Cambodia.

Facilitator’s Manual

These will be written by external consultants with support from PRIA and in consultation with SILAKA and PRIP Trust. SILAKA will be responsible for translation and dissemination in Cambodia.

Synthesis Paper

These will be written by external consultants with support from PRIA and in consultation with SILAKA and PRIP Trust. SILAKA will be responsible for translation and dissemination in Cambodia. Dissemination in other countries will be done by PRIA.

Progress Reports

These will be joint responsibility. SILAKA will report quarterly to PRIA for the activities that they are responsible and PRIA will consolidate the report. The preparation of consolidated six monthly, annual and final reports will be PRIA’s responsibility. PRIA will submit Mid Term Report and Final Narrative Report to UNDEF.

Tools of Social Accountability

Citizens Charter

A Citizens Charter is a written: voluntary declaration by service providers or a municipality about service standards, service charge rates, accessibility, grievance redress mechanism with non-discrimination, transparency and accountability.

Citizens Charter of Water Supply and Sanitation in Takhmao Municipality is composed for providing the citizens of Takhmao Municipality the information about service providers, its services; service charge rates; service quality and other policies from the providers at the present.

Moreover, Citizen Charter of Water Supply and Sanitation in Takhmao Municipality is one of the social accountability tools which equips citizens the opportunity to participate in good governance through monitoring the quality, billing calculation, quanitity. ect. in accordance to the policies of supply sides.

Citizen Report Card

Cities as a magnet draws people from all background with the promise of higher living standards, people contribute to the city economy at all levels, but the wealth so produced does not translate into prosperity for all. Increasingly a smaller segment of the society has access to the basic service the city offers, and the considerable larger segment remains underprivileged.

Generally, the urban poor and other people living in slums do not have adequate access to protected water and lack sanitary facilitator in cities. Supply of safe drinking water and provision of sanitation are the most important contributing factors for improving the health of the people in any country. The sanitation and hygiene situation is particularly urgent, reflected in health statistics with Cambodia’s infant mortality rate and WASH-related disability-adjusted life years amongst the lowest in Southeast Asia. At current rates of progress, the sanitation MDG will not be met for 30 years. Significant investment and effort are required to increase coverage.

Information Disclosure

Information Disclosure means Newspapers, Internet, Notice Boards, Public announcements, Media broadcasts, Brochure, Municipal/Zonal/Ward Offices, Annual Reports, Organizational Profiles, Any other means as may be prescribed by the State . According, on government of policy of Information Disclosure, Cambodia of government signed with development partners to establish a framework policy to make sure on Information Disclosure. Accordingly, Nation Assembly of Cambodia and social civil actively practiced to deepen and improve transparently by according on Article 19 Law of UNESCOS and World Bank. Information Disclosure is transparent and Social Accountability on functions of civil servant by spreading relevant information such as management, name of responsibility, structure, administration, finance, operation and other frameworks.

Consequently, Water supply and Sanitation in Takhmao Municipality of The Deepening Local Democratic Governance through Social Accountability in Asia (DLDG) implement by SILAKA established Information Disclosure Water supply of Takhamo city. The objective disseminates to citizen to know on monthly payment of Water Supply fee of living citizens of Takhmao City.

Monthly meeting

Monthly meeting of The Deepening Local Democratic Governance though Social Accountability in Asia (DLDG) is implemented from March 01, 2011 and lasting until February 28, 2013 in Sangkat Kampong Samnanh and Prek Hou, Takhmao, Kandal province. The Monthly meeting is implemented every months.

The objective of Monthly Meeting of the 4 tools social accountability of The Deepening Local Democratic Governance though Social Accountability in Asia (DLDG) was set to seek for the problems occurred in the villages and what are the improvement of the demand side and supply side in each months.

Monitoring Framework

Citizen in every society always wants to live safely and peacefully in bothmental and physical. But in some areas of Tkhmao town don’t be absolutely satisfied the basic needs especially the water supply and sanitation even they have ability to pay for the services; rubish collection and water usage in their families.

Interviewing is to collect and compile data involves the task that local authority and service providers (sanitation and water supply) has complememted to citizen from March, 01, 2011 and lasting until Feb, 28, 2013 in Sangkat Komphong Samnanh and Prek Hou, Takhmao, Kandal province. The mornitoring is implemented every months.

The objectives to monitoring framework are

  • To define the issues which involve sanitation and water supply in Takhmao municipality
  • To define what was the intervention of Takhmao municipality to water supply authorithy and Takhmao cleaning company.

SA Committee Book

Social Accountability Facilitation Committee of Takhmao Municipality (SAFC) was established on June 26, 2012 by Takhmao Municipality under the facilitation of SILAKA and Khmer Association for Development with the official approval from the Ministry of Interior by Circulars (Sarachor) 1269 dated August 30, 2012. The committee is formally validated by Takhmao Municipality on September 04, 2012. This committee is created by law in accordance with Law on Administrative Management of the Capital, Province, Municipalities, Districts and Khan of Kingdom of Cambodia (Published by the Ministry of Interior and reprinted in November 2009). Objective of SAFC is established for:

  • Solving citizen’s complaint related to clean water and garbage collection in Takhmao Municipality.
  • Solving garbage collection company’s ( Cleaning Takhmao Company) complaint related to citizen who uses the service and violates the payment
  • Facilitating with PPWSA
  • Dissemination Citizens Charter of Takhmao Municipality.
