THE PECSA STRATEGIC MEETING
Siem Reap, Cambodia- On 25th to 26th September, the PECSA (Program to Enhance Capacity for Social Accountability) stakeholders held a Strategic Meeting to discuss and review the PECSA activities and plans for 2010 and beyond. The meeting held at Angkor Holiday Hotel, for two days with 21 participants from various PECSA partner organizations with the goal to identify Social Accountability (SA), to generate lessons learned from the previous processes, to building consensus on the future scenarios for SA in Cambodia, and to delegate the role of the different stakeholders and to assess the capacities of the different stakeholders of PECSA in responding to the different scenarios identified.
The gains, constrain, lesson learnt from PECSA over the past two-year of PECSA family were discussed. The next five years strategic goals for SA work in Cambodia, determined scenarios: There were 25 scenarios rising by plenary but only 8 most likely selecting to discus each component (STAR Kampunchea, SILAKA, SASA). The discussions were focused on strength, area of improvement, experiences, and needs of each component. The cross cutting strategic goals was to improved communication of SA values and broader stakeholders’ commitment and activities; SA concepts integrated in the education system (primary, secondary, non-formal education done by NGOs); Media institutions engaged in promoting SA concepts and practice.
The Development of one-year action plan for PECSA dividing to discussed groups to develop 1-year work plan for PECSA with CSOs in monitoring World Banks program. World Bank will seek qualified CSOs to involve in planning, and monitoring its programs.
