Title:    Local Administration and Reform Program (LAAR)

In May 2006, SILAKA developed and organized three trainings with cooperation with VBNK to strengthen the capacities of LAAR partner PNGOs in adult learner skills and coaching techniques and specific module on budgeting and financial management for commune councils.

The module-1 training consists of 2 classes: "Budgeting and Basic Financial Management", which was led by SILAKAs facilitators team and "Community Social Development", led by VBNKs facilitators team. Schedule was designed for joint session to give chance to all participants to share learning information and to get the common points on LAAR program, 4 core principles, and guides for Social Development Fund for project and budget development and way to determine matching fund.

All the three trainings took place as scheduled. The participants were staff of provincial NGOs and government partners (PLG, Ex.Com/DFT/PFT) from Takeo, Pursat, and Battambang (see attached attendance sheet).

The Training had made the follow up activities:

1. Training of Trainer (TOT), SILAKA Office
2. First Module-I Delivery, Takeo
3. Second Module-I Delivery, Battanbang
