In partnership with Pact, SILAKA will develop a capacity building program for PNGOs from the four Year 1 provinces (Kandal, Takeo, Pursat and Battambang) that will enable them to support partner Commune Councils (CCs).
- Capacity Building Program Outline
The capacity building program is more than simply a Training of Trainers or series of training-based inventions. It is intended to serve as a mechanism that enhances the ability of PNGOs to provide appropriate support to CCs in selection and financial management of SDF projects in a participatory, transparent, and accountable manner.
- Training Needs Assessment (TNA)
SILAKA coordinate with Pact and VBNK in designing and conducting an abbreviated Training Needs Assessment (TNA) in a sample of Communes in the four Y1 LAAR pilot Provinces. The TNA should focus on identifying key issues affecting the ability of CCs to select and implement social development projects in a participatory, transparent, and accountable manner.
- Training of Trainers (TOT) on Participatory Methods, Facilitation Skills, and Coaching
It is therefore critical that a coaching and training foundations component be included in the program. This foundations component of the capacity building program will be developed and implemented primarily by SILAKA, with input from VBNK.
- Content Specific Training Modules
In the first year, the initial module Financial Management will likely address the following core content areas, with an emphasis on simplicity, transparency and coherence with existing C/S financial systems and formats:
- Requests for funds (including cash flow projection)
- Managing and balancing bank accounts
- Single entry accounting
- Accounting formats (voucher, journal, etc.)
- Proper financial record-keeping and documentation;
- Financial reporting;(Pact will provide guidance regarding SDF-specific financial reporting requirements)
- Contracting out/tendering for service delivery;
- Public disclosure of Social Development Fund records;
- Project budget formulation planning for viability & sustainability:
- PNGO Provincial Training Plan Development Workshop (component of Module1)
PNGOs must be equipped to begin program implementation in their respective Provinces immediately following the completion of Module 1 training by SILAKA and VBNK.
- Coaching and Ongoing Support Plan
Coaching by PNGOs is a core component for ongoing support to CCs, and therefore represents a key program activity. The capacity building program developed by SILAKA should include coaching as a primary project activity, and not as a ‘follow-up’ activity.
- Monitoring & Evaluation (M&E) Plan
In partnership with Pact, SILAKA will develop a limited number of specific evaluation indicators that demonstrate learning outcomes with respect to both PNGOs and CCs. The learning outcomes should result from both training and coaching inputs.
