The LAAR Program will be initiated in four provinces during the first year and will expand to cover additional provinces in subsequent years and provide capacity building and program support to partner provincial NGOs who will, in turn, each provide coaching, training and ongoing support to 10 to 20 communes in year one.  Pact will provide funding of up to $5000 per commune for the implementation of social development projects directly to commune councils. The project will expand to cover 6 provinces (roughly 250 Communes) in Year 2, and 10 provinces (500 Communes) in Year 3.

After year one of the program will obtains opportunities for expansion of this grant will include a significant component dedicated to the enhancement of community participation and engagement with the councils, beginning with the Local Planning Process. So the PNGO may be required to increase the number of communes it works with in subsequent years.

During the first phase, SILAKA will provide capacity building to 6 to 9 PNGOs and up to 12 PNGO staff per province. Additional PNGO partners will join the program in subsequent months as the LAAR program expands to additional provinces as discussed above and with regard to Phase 2 below. Annex 3, attached herein, provides detailed estimates of training and coaching groups and of participants.
